Correspondence, memoranda, reports and studies documenting state energy planning, policies, and programs. Major topics include alternative energy, building codes, coal and oil consumption, energy allocation and conservation, energy interest groups and programs, low income energy assistance, public information and education, and comprehensive state energy plans and quarterly reports. These files were created by Stanley York of the Office of Emergency Energy Assistance, Steven Born of the State Planning Office, and staff of the Office of State Planning and Energy and its successor, the Division of State Energy. The processed portion of this series is summarized above, dates 1970-1987, and is described in the register. There are additional accessions dating 1978-2004 which are described below.

The State Planning Office was created in 1975 when the State Bureau of Planning and Budget (WIHV85-A901) was divided into the Budget Office (WIHV85-A796), the Planning Office, and the State Bureau of Program Management (WIHV85-A888) within the Executive Services Division (WIHV87-A272) of the Department of Administration (WIHV85-A694). In January 1979, the energy-related functions of the Wisconsin Dept. of Administration's Office of State Planning and Energy (see WIHV85-A778) were re-assigned to a new Division of State Energy within the department.
